On December 5, 2025, Resolution No. 61/2025 was published in the Official Gazette, through which the National Agency of Ports and Navigation declared the procedure for prior observations open regarding the draft Technical Specifications and Particular Terms and Conditions documents. These documents correspond to the selection of the Concessionaire for the modernization, expansion, operation, and maintenance of the signaling system, dredging and re-dredging tasks, and the maintenance of the main navigable waterway. This waterway is comprised between kilometer 1238 of the Paraná River (Confluence) and the Natural Deep Water Zone in the outer Río de la Plata, under the public works concession regime within the framework of a national and international public tender at the entrepreneur’s risk, without State guarantee.

The deadline to submit the observations is ten (10) calendar days from the publication in the Official Gazette, thus expiring on Monday, December 15, 2025.

In order to submit the observations, a form was approved as Annex I, which establishes that the following information must be included: (i) details of the submitter and, if applicable, of the legal entity they represent; (ii) content of the opinion and/or proposal; and (iii) detail of the accompanying documentation. All information must be in the national language or be accompanied by its corresponding legalized translation.
